Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

Duties and Responsibilities

Overall objective of consultancy:

The objective of consultancy is to support on-going efforts on to combat corruption in Aceh in order to contribute to poor and vulnerable people’s access to justice.

1. Scope of work

In order to achieve this objective the consultant will:

1) Undertake a situational analysis of anti-corruption coordination and prevention efforts in Aceh:

* Analysis of current anti-corruption coordination between the justice providers, government agencies related to the administration of justice (in particular the Anti-Corruption Commission (KPK), High Court, Prosecutor’s Office and Police) and civil society organization;
* Provide technical assistance to KPK for research, training, outreach and public awareness activities;
* Review and advise on strengthening the work of Judicial Commission in Aceh;
* Review existing approaches to corruption monitoring used by civil society;
* Coordinate with development partners to ensure that assistance to anticorruption institutions is harmonized.

2) Develop and provide technical assistance for the implementation of an action plan for supporting a) Anti corruption Commission (KPK), Judicial Commission and other justice institutions in Aceh in anti-corruption planning and implementation of planned actions related to anti-corruption prevention and b) civil society actions in monitoring corruption

* Support joint strategic planning involving agencies in Aceh;
* Provide technical assistance for the development and implementation of training and socialization activities for justice providers, local government official and civil society organisations;
* Assist the implementation of the public awareness campaign activities, including evaluation of their efficacy;
* Support the establishment/ strengthening of a coordination mechanism between relevant Government agencies and others to ensure a holistic approach to anti corruption efforts;
* Provide technical advice for civil society organizations on approaches and tools for community-based corruption monitoring.

2. Deliverables

* Report detailing the existing anti-corruption coordination and prevention efforts, identifying opportunities for support by Aceh Justice Project;
* Budgeted action-plan for support by Aceh Justice Project to KPK, Other justice institutions and civil society;
* Terms of Reference for consultants, or Responsible Parties to help in the implementation of the action-plan (as necessary);
* Monthly report on progress of implementation of activities in Action Plan and technical assistance to KPK and Judicial Commission;
* Final (end of assignment) Report.

3. Reporting Requirements

The consultant will work under the overall guidance and direct management of the Aceh Justice Project Manager, but in close coordination with the government institutions and civil society organizations targeted in the action-plan.
The Consultant will report to the Project Manager of the Aceh Justice Project.

* Results oriented with outstanding analytical and action-planning skills.
* Ability to share knowledge and develop capacity.
* Strong interpersonal skills and confidence in working with government officials.

Required Skills and Experience

* Advanced degree or professional qualification in public administration, economics, internal auditing, auditing or accounting, or similar relevant disciplines and experience;
* Minimum 10 years of relevant professional experience;
* Experience in providing technical assistance in the area of anti-corruption;
* Experience working with government and elected officials on governance and civic access themes;
* Strong training skills;
* Fluency in English and Bahasa Indonesia (reading and writing).
