Project Manager: Human Resource / Governance (National)

Background

TAMF support to Directorate General Taxation (DGT) includes a wide variety of governance and Human Resource Management (HRM) related initiatives. This has included the development of a Code of Conduct, a complaints management process, and job descriptions and evaluations, communication specialist support, and various training initiatives. Upcoming initiatives include the development of a Balance Scorecard, and Key Performance Indicators for various representative roles in the DGT.

These initiatives fall under the TAMFs Tax Administration strategic focus of supporting governance improvements. Improving governance and HRM are also important components of the DGT Strategy and there are many on-going initiatives in addition to that supported by TAMF. It is therefore important that TAMF funded governance related Activities link in with the DGT Strategy and are sequenced and implemented appropriately. It is also important that they are designed to maximize improvements in governance and HRM, and are sustainable.

This consultancy entails an Indonesian project manager with specific expertise in governance and or HRM to assist TAMF achieve these aims. He / she will provide technical advice to the DGT to ensure governance and accountability issues are taken into consideration within DGT�s reform initiatives in addition to providing advice on strategic governance and HRM issues. Dependant on the skills and experience of the consultant selected, additional areas of advice may include change and performance management. The project manager will also provide Activity implementation support across the suite of TAMF Activities, as required.

The consultant will be expected to work under minimal supervision.

Consultancy Objectives

To provide effective governance and human resource management advice and project management support to the DGT

Selection Criteria

1. Project management experience
2. Knowledge and understanding of Governance and or Human Resource Management
3. Experience implementing Governance measures and or HRM systems
4. Ability to work with DGT staff and build their capacity
5. Ability to communicate (verbal and written) in English and Bahasa Indonesia
6. Relevant consulting experience with the Indonesian government will be highly regarded
