Finance Officer GTZ International Services

GTZ International Services is seeking qualified Indonesian candidates for the following position of Finance Officer to be based in Jakarta . This position is categorized as a Fixed Term Employment Contract.
A.Responsibilities
- The incumbent is responsible for the
- Smooth functioning financial administration in line with GTZ standard procedures
- Effective coordination with the colleagues of the Finance and Accounting Department of GTZ HQ
- Inflow and outflow of money from the bank
- Ensuring that the provided services within the section are done correctly according to GTZ Financial and Accounting Guidelines
- Financial planning, monitoring and the accounting for GTZ projects
Within this context, s/he fulfils the following tasks:
B. Tasks
- Finance Management
- Carry out accounting procedures using WINPACCS accounting software, prepare monthly journals/balance sheets/ bank reconciliation statements, handling all original vouchers, application of bank credits and funds (in cooperation with GTZ IS)
- Responsible for banking matters and all bank account operations, handling the online banking system
- Monitor income, expenditure and monthly bank reconciliation
- Monitor account payables/receivables and monthly feedback to the Team Leader
- Responsible for creditors and debtors administration, including local subsidies and local consultants
- Arrange and facilitates monthly payments – local and foreign currency related transactions
- Responsible for travel cost settlements for domestic and international business trips
- Handling and monitor medical benefits
Internal Control
- Review the classification of all vouchers/receipts according to completeness and to cost centers/cost category/legal as sent by the projects and corrects them if required
- Provide advice and guidance in financial matters to the pilot areas
- Contract Management concerning Local Subsidies
- Support IS Office Jakarta with all necessary information is filled in or attached to the service request for Local Subsidies contracts
- Monitor status of contract implementation and reports submission for subsequent payment
Administration
- Maintain proper and confidential filing of financial related documents, project asset register and project Inventory List
- Maintain the frequent flyer lists (Garuda)
Human Resource Management
a) Contract Management concerning Nationally Employed Personnel
- Collect and control the time sheets for national staff
- Monitoring of reimbursement costs for medical benefits for GITEWS staff
b) Contract Management concerning Short Term Consultants
- Prepare GTZ standard contract for short term experts below 2.500 Euro
- Monitor status of contract implementation and reports submission for subsequent payment
- Collect and control the timesheets of consultants
- File documents of completed transactions
d) Others
- Maintain the holiday and absence list for Project staff
C. Other Duties/Additional Tasks
- Immediately reports all problems involving finance and regulations
- Maintain filing for Financial Section and keep information confidential
D. Required Entry Qualifications and Competencies
- At least 1 - 3 years of professional working experience in a similar position
Other Qualifications
- Experience with IT-based accounting programs WINPACCS
- Good working knowledge of modern telecommunication systems
- Language skills (English)
